Kazakhstan was the first country chosen by the world community to host the international exhibition EXPO-2017 among CIS and Central Asian countries. We have built a new capital - Astana, ensuring the formation of the Eurasian region as a financial, business, innovation and cultural center. The population is over 18 million, with a life expectancy of 72.5 years.

We have built a robust economic foundation. Over the past 20 years, our country has attracted US $ 300 billion in direct foreign investment. The small and medium-sized business, which is the cornerstone of economic growth, is strengthening. Kazakhstan ranks 36th out of 190 in the ranking of World Bank's business incumbency ranking. We have always been able to pay close attention to external challenges and be ready for them.

In this regard, I made necessary program initiatives for the country's modernization. Their implementation has become a major factor in successful development.

Our strategic goal is to join the world's top 30 developed countries by 2050. In 2014 we started implementation of the program "Nurly Zhol", which will modernize the country's infrastructure. Three years ago we published the "100 real steps" - the National Plan. Then we started the Third Revival of our country. Its main task is to create a new model of economic growth, ensuring Kazakhstan's global competitiveness. Sustainable development of the country promotes further increase of living standards. We are ready for new tasks.

1. GROWTH OF PEOPLE'S GOAL

When a person is hard-working, he / she is proficient in his / her profession, and when it comes to earning a decent salary or personal business and developing it. We can create a Society of Universal Labor only because of the efforts of states and people. First of all, I instruct the Government to increase the minimum wage by 1.5 times from January 1, 2019, from 28 to 42 thousand. It is necessary to take decisive measures in order to develop competition in the economy and to establish order in the field of tariffs for housing and communal services and natural monopolies. Tariffs for utilities and natural monopolies regulation and consumers' savings are still unclear. Effective monitoring and control of investment obligations of monopolists is not carried out. The Government should reform the work of the antimonopoly agency by engaging in this issue for a period of three months and substantially enhancing the competitiveness protection function.

From January 1, 2019, I instruct the taxpayer to increase the threshold of penalties for up to 50,000 monthly calculation indices. Moreover, it is necessary to transform the Economic Investigation Service by providing the functions of the Financial Monitoring Committee, whose main task is to combat the shadow economy. We must turn to a "non-cash economy." It should be borne in mind that not only punitive, but also stimulating means such as support for non-cash payments of business.

FOURTH. The issue of export-oriented industrialization should be a key element of economic policy. The government should focus on providing support to exporters in the manufacturing sector. Our trade policy should not be indifferent. It needs to promote an active character that promotes our goods on the regional and global markets. At the same time, we need to master a wide range of consumer goods and help our enterprises to develop the "simple economy economy". It is important not only for the realization of our export potential, but also for the domestic market with domestic goods. I instruct the government to allocate additional 500 billion tenge in the next 3 years to support the manufacturing industry and non-primary export.

FIFTH. The potential of the agro-industrial complex should be fully realized. The main task is to increase labor productivity and export of processed agricultural produce by 2.5 times by 2022. All state support measures should be directed to the country to attract large scale modern agro-technologies. We need to use flexible and flexible standards and use the best practices in managing industry by attracting influential foreign experts - "smart people" in the field of agriculture. It is necessary to create a system of mass training for rural entrepreneurs to learn new economic management skills. I instruct the Government to additionally charge at least 100 billion tenge annually for these purposes over the next three years.

The sixth. Particular attention should be paid to the development of innovation and service sectors. First of all, it is necessary to promote the "economy of the future" in the promotion of alternative energy, new materials, biomedicine, large data, matter internet, artificial intelligence, blockade and others. The role and place of the country in the global world will depend on the future. I charge the Government jointly with Nazarbayev University to develop specific programs for each area, identifying concrete projects. One of such projects can be the creation of a research institute for the development of artificial intelligence technology at the university.

Seven. It is necessary to strengthen the role of the financial sector and ensure long-term macroeconomic stability in order to boost the real economy. The rise in prices, access to finance, and the sustainability of banks are the main reasons for these issues. The National Bank, together with the Government, should start a systematic approach to improving the financial sector and the real sector, integrating anti-inflation policies. It is crucial to increase the economy, especially the processing sector and small and medium-sized businesses.

1. ENVIRONMENTAL QUALITY

The second characteristic of our welfare is the increase in living standards. Quality of education, health care, housing quality and accessibility, comfortable and safe living conditions are relevant to every Kazakhstani family. In this regard, the Government should review the budget spending priorities, focusing on the social sector, security and infrastructure.

FIRST. Within 5 years, it is necessary to increase the funds spent from all sources for education, science and healthcare to 10% of gross domestic product. Funding should be channeled to implement appropriate reforms to ensure a significant increase in the quality of public services.

SECOND. We need to radically improve the quality of preschool education. The basics of thinking, mental and creative abilities, new skills are formed from childhood. In education, 4K is focused on the development of creativity, critical thinking, communication skills and teamwork. In this area, it is necessary to reconsider the system of qualification requirements, training methodologies, teachers' and other kindergartens' employees' remuneration system.

THIRD. In the system of secondary education there are basic approaches, and at the present stage it is necessary to pay attention to their implementation. The system and technique of Nazarbayev Intellectual Schools should be a common standard for public schools. This will be the final stage of school education reform. The system of knowledge quality assessment should be based on international standards. In secondary schools, it is important to professionally diagnose and adapt the children to the most demanding specialties.

FOURTH. Next year, I believe it is necessary to elaborate and adopt a law "On the status of pedagogues". This document should provide a good incentive for teachers and pre-school staff to reduce the burden, avoid unnecessary checks and out-of-range functions.

FIFTH. Requirements for quality of training of higher education institutions in higher education will be strengthened. We have increased the number of grants, now is the time of responsibility.

The main criterion for assessing the success of the university is the employment of graduated students, a high salary. It is necessary to implement a policy of integration of higher education institutions.

The sixth. Quality of medical services is a very important component of the social well-being of the population. First of all, it is necessary to ensure accessibility of primary health care, especially in rural areas.

In order to encourage employees providing primary health care, from January 1, 2019 instructing to increase the salaries of local medical workers by 20%, introducing new methods of management of diseases. Next year 5 billion tenge will be allocated for these purposes.

Seven. It is necessary to find reserves at the regional level and to increase access to mass sports and physical culture. I instruct the government and akims to build at least 100 sports and recreation complexes.
